Law enforcement groups in Russia have been reluctant to pursue these talented authors of Internet fraud, for reasons, security experts say, of incompetence, corruption or national pride.

perfectly said, especially the last part, about "national pride". Russsians and Ukrainians have a very perverted understanding of what "national pride" is. Instead of cleaning the house, they are covering up the crime. Very hard to get any co-operation from them when you are a foreigner trying to get help with a local crook. Everybody would defend and protect the crook.

I remember how I posted a Ukrainian pro-dater here. She went to a Russian board and started complaining to Russian girls about it. During the heated discussion, more bad facts about her resurfaced, including her openly admitting she was a scammer and proud of it. Some girls suggested to post all her blurbs on our board. But... even though everybody realized she was a scammer and was disgusted, they said: "no, good or bad, she is one of us. We will never "sell" her to foreigners."

The same attitude is even among Russian authorities.
